James Tennet (right) is a member of the public who applied for bathing water status for Penarth beach after joining cold water swim group, Dawnstalkers, co-founded by Grant Zehtmayer (left) after feeling a need to break out from the repression of lockdown. Dawnstalkers meet every day for a sunrise sea swim, whatever the weather. Its members have swelled to over 100 members with more on the periphery, Grant says, who dip in and out.
